摘要
It is the essential of globalization problems that people how treat themselves,and itcore is how to deal with the relations among people.Social relation should become the basic reference of developing civilization. We must set up law and order in international society when we face modern social relations which have features of internationalization, complication and out- of- order. Because institutions are intermediary of relations among people,the rational relations among people should take the creation of institution or the reconstruct of institutionalization plan as forerunner.
