从招远市的实践看,推动县域经济社会科学率先发展,必须紧扣科学发展主题,推进发展动力由投资为主向内外需双向驱动、发展路径由资源主导向多元支撑、发展模式由外延扩张向内涵提升"三大转型",推动经济社会可持续发展;把握转调发展主线,优化服务业、工业、农业"三大结构",加快经济升级步伐;着眼城乡一体发展格局,打造城市、小城镇、新农村"三大板块",推动区域协调发展;围绕富民强市目标,加强财源、民生、社会"三大建设",巩固和谐发展根基。

The practice of Zhaoyuan determines that to promote the scientific and leading development of county＇s economy and society, to begin with, we must ,closely touch to the theme of scientific development and promote ＂three transformations＂ to promote the sustainable economic and social development, namely,promote the development mo- tivitation from the investment-based one to two-way drive of internal and external needs, promote the development pathway from resource-driven one to multipath support and promote the development mode from expansion outward to extension enhancement. Secondly, we should grasp the main line of transformation and adjustment development and optimize ＂ three structures＂ of service ：industry, industry and agriculture to accelerate the pace of economic upgrading. Thirdly,we should focus on integrated development pattern of urban and rural areas and build ＂ three blocks＂ of cities,small towns and new villages to promote coordinated regional development. Lastly,around the goal of building a wealthy and strong city,we should strengthen ＂three-buildings＂ of financial resources, livelihood and society to consolidate the foundation of harmonious development.
