The voting of yearly national scholarship and student subsidies is an important and difficult job for every college counselor. Because national scholarship covers a wide area, being referred to a large number of students, how to vote with proper methods will have a great influence on the students＇ actual benefit and the college campus＇ harmony and stabilization, we also should not neglect the education and supervision to the students who have got the scholarship and student subsidies.
