制定地方应用型本科院校章程,一方面要厘清这些院校与研究型重点大学及一般高职高专院校的区别,它们之间的差异性集中体现在大学章程制定和建设的价值理念上,而地方应用型本科院校章程建设的个性特点集中体现为多元统一的价值诉求;另一方面,地方应用型本科院校的章程在形式有效的制度性设计与注重实效的举措上,又与其他院校存在共性特征。
