改善民生需要防止过度依赖政府

Overdependence on the Government to be Guarded against in Improving the People's Wellbeing

目前,中国经济的发展正处于工业化腾飞阶段。而中国实现工业化的基本要求就是改善民生,使越来越多的民众过上好日子。在实现工业化的历史进程中,不断地推进民生改善,各级政府负有义不容辞的重大社会责任。但政府若越位实施民生改善,不按市场经济体制要求做事,仍然用传统的体制方式改善民生,使民生的某些方面过度地依赖于政府投入去改善,就相应会产生很大的危害性。必须明确地认识到,在社会主义市场经济体制下,中国现阶段改善民生的基本途径只能是市场化地提高居民收入,即必须是通过提高居民个人的货币化收入来提高人民的生活水平。

China＇ s economic development is presently in the stage of take-off in its industrialization. One of the basic goals in its industrialization is to improve the people＇s wellbeing, making more and more of them live a happy life. In this historical process, governments at all levels assume a bounden social duty to continuously improve the people＇ s wellbeing. However, if government goes too far in doing this, not acting upon the requirements of the market economy regime, but following traditional institutional approach, resulting in overdependence on government investment in certain aspects of the people＇s wellbeing, serious harm will be done. We must be well aware that the basic means of improving the people＇ s wellbeing under socialist market economy regime at the current stage can only be increasing people＇ s incomes through marketization, i.e. raising people ＇ s living standards by increasing their monetary incomes.
