网络新媒体的出现,为网民自由表达意愿,传播信息提供了广阔的平台。网民分布在社会生活的各个领域,他们以微博的形式,以及其个人化的身份参与新闻信息的搜集与传播,增强社会舆论监督的力量,出现"全民记者"的现象。由于这支队伍的成分比较复杂,同时又缺少行之有效的监管机制,"全民记者"虽然在参与社会事务管理方面发挥着传统媒体所无法代替的作用,但也出现一些问题,使民众对"全民记者"的社会责任感产生质疑。为促进我国社会的和谐发展,找出一条使网络新媒体成为责任媒体的发展之路很有必要。

The appearance of new network media provides a platform for people to express freely and for the information to transmit. People in the different parts collect and transmit information by the means of weibo or individualized identity, which enhances the power of social opinion and the phenomenon ＂national press＂ arises. Because of the complication of this team, and the lack of effective watch system, there are also some problems,which make people question the national press＇ s social responsibility. In order to enhance the development of social development,it is necessary to find a way to make network media become responsible one.
