A Study on the Path Choice of the Urban and Rural Inclusive Growth

包容性增长是一种基于机会平等,公平合理分享发展成果,关注弱势群体的新发展理念。包容性增长有助于解决当前我国城乡发展不平衡,城乡居民收入差距过大,城乡"二元"经济社会结构突出的问题。建立以居住地登记的城乡统一户籍制度,扩大农村土地发展权;加大农村公共产品投入,完善农村社会保障体系;创新城乡良性互动机制,整合要素禀赋;关注农民弱势群体,才能实现城乡包容性增长。

Inclusive growth is a new development concept based on equality of opportunity, equitable sharing of the fruits of development and caring for the vulnerable groups. Inclusive growth will help to solve the existing promi-nent problems in China, such as the imbalanced urbanrural development, the too wide urban -rural income gap and the ＂dual＂ structure of the urban and rural economic society. We should establish a unified household registra- tion system based on residence, expand rural land development rights, increase countryside public goods share, perfect rural social security system, innovate urban -rural interaction mechanism, integrate factor endowments and care for the vulnerable groups of farmers. Only in this way can the urban and rural inclusive growth be realized.
