摘要
廉租房建设是一项社会福利事业,是解决我国城镇低收入家庭住房问题的有效途径.然而我国廉租房建设融资出现巨大缺口,并且存在一系列融资风险.借鉴PPP融资模式在基础设施建设运营当中的成功经验,结合青岛市廉租房建设情况,积极地将私营资本引入到廉租房建设中,旨在加快其供给速度,探讨了PPP模式引入到廉租房建设中可能发生的各种风险,并将这些风险进行了模糊综合评价,提出了风险防范措施.
The construction of low-rent housing is a cause of social welfare, which is the key and effective way to resolve the housing problem of low-income families in China, but now it presents a capital gap during the construction process of low-rent housing in China. What's more, there exist a series of risk factors. This paper actively brings in private capital to the construction of low-rent housing so as to speed up its supply and raise its quality by using the successful experience of the PPP model in the construction of infrastructure and combined with the situation of the construction of the low-rent housing in Qingdao. At the same time, it also analyzes the risks by fuzzy quality synthetic evaluation and presents effective measures.
