中国(四川-西藏)与南亚国家次区域合作——地方政府的主导作用与应对策略

Sub-regional Cooperation Between China(Sichuan-Tibet) and South Asian Countries —Dominant Roles of Local Governments and Coping Strategies

次区域合作的兴起既为各国地方政府带来了机遇,同时也向地方政府提出了挑战。因此,地方政府如何发挥自主性,推动次区域合作可持续发展成为一个亟待研究的课题。基于此,本文从现有理论以及国内开展次区域合作所积累的经验出发,重点探讨了地方政府在四川-西藏与南亚国家次区域合作中的作用,并提出了相应的应对策略。

The rise of sub-regional cooperation has brought both opportunities and challenges to local governments of relevant countries.It has become an urgent issue for local governments to play a positive role so as to promote the sustained development of sub-regional cooperation.Based on this and from the perspective of existing theories and the experiences of domestic participation in sub-regional cooperation,this paper tries to explore the potential roles that local governments could play in sub-regional cooperation between China(Sichuan-Tibet) and South Asia countries and put forward coping strategies as well.
