文章从理论层面认为比较利益差异、客观经济环境、各级政府的大力推动及科教文化的发展是促使福建集体林区林地使用权流转的四大动因，而其中林地转入方与转出方之间的比较利益差异是最根本的动力所在。

The paper shows from the theoretical that there are four factors that promote the turnover of the forestland use right in Fujian. （1） comparative interest differences; （2）objective economic environment; C3） the great efforts of governments; （4）science, education and cultural factors. Between them, the key factor of driving force is comparative interest differences.
