摘要
我国自来水行业长期以来实行国家经营,由于缺乏竞争以及行业监管不足,致使供水不足、行业经营效率低下、成本较高,因此,采取市场化模式势在必行.对此,我国自来水行业从1992年开始实施以打破垄断、提高效率与改善服务质量为目标的市场化改革,并取得了一定的成效,但是还是存在许多不足.在介绍了我国自来水产业市场化模式的发展历程,并运用经济学的相关理论和实证方法,来分析中国自来水市场化模式.
In our country, the City water industry has been run by SOEs for a long time. Because of lack of competition , insufficient industry regulation, shortage of the water supply,low efficiency of the industry and the high cost, it is imperative for we to adopt marketization model. Therefore, the city water industry of China has begun marketization reform since 1992 which goal is to break the monopoly , raise the efficiency and improve the service quality of the whole industry. We have achieved some positive results, but there are still many shortcomings. This paper introduces the the development process of marketization models of city water industry, and use some related economic theories and empirical methods to the analysis the city water marketization model of china. 3figs. , ltab. , 16refs.
