转型期中国社会风险管理的战略思考

处于由传统农业社会向现代工业社会快速转型期的中国,进入社会风险高发时期,"风险共生"是目前中国社会的一个基本特征。从中长期战略的角度看,风险管理应将和谐发展作为其重要思想基础和理念前提,将社会结构调整作为其重要基点和结构性条件,将社会管理创新作为其实践重点和现实出发点。抓住了这三点,就抓住了转型期社会风险管理的根本。

Due to the rapid transition from traditional agricultural society to modern industrial society,China has entered the period of high social risks,and ＂risk symbiosis＂is an essential feature of present China＇s society.From middle and long-term strategic perspective,risk management should regard harmonious development as its important thoughts base and ideological prerequisite,regard social restructuring as an important point and structural conditions,and regard social management innovation as practice emphasis and reality starting point.When these three points are seized,the fundamental of social risk management in the period of transition is seized.
