三峡工程库区低碳经济发展探讨

在阐述三峡工程库区发展低碳经济的意义和作用的基础上,探讨了库区发展低碳经济的现实有效途径:努力转变和创新发展方式、大力发展低碳产业,加快发展农村、城镇低碳经济,加大植树绿化力度、提高碳汇能力,有序实施生态移民,建立生态环境补偿机制和碳交易机制;提出了三峡库区发展低碳经济的有关建议:切实转变思想观念、牢固树立生态文明建设意识,推进法规政策建设、建立低碳经济发展机制,统筹规划、实施低碳经济发展和生态文明建设战略,加强低碳技术的研发和创新,加强宣传教育、凝聚共识、共同参与和实施低碳经济。

On the basis of elaborating the significance and effect of developing low-carbon economy in the Three Gorges Reservoir Area,this paper has explored effective ways of developing low-carbon economy in the reservoir area： strive to change and innovate development patterns and vigorously develop low-carbon industry,accelerate the development of rural and urban low-carbon economy,strengthen greening by planting trees and,enhance the capacity of carbon sequestration,orderly implement ecological migration,and establish the mechanism of ecological compensation and carbon trading.The paper has proposed some recommendations for developing low-carbon economy in the Three Gorges Reservoir Area： practically change ideas,and firmly establish the awareness of ecological civilization construction,promote legal regulations and policies construction,and establish the development mechanism of low-carbon economy,make overall planning,and implement the strategies of developing low-carbon economy and establishing ecological civilization,enhance R D of low-carbon technologies,strengthen propaganda and education,agglomerate consensus,commonly participate and implement low-carbon economy.
