论农村环境保护中的政府“缺位”与“到位”——从城乡污染转嫁的维度思考

Analysis on the Government's "Absence" and "in Place" on rural Environmental Protection—From the View of the Pollution shift from urban to rural

在我国,农村地区环境保护中长期存在的"政府缺位"是城乡污染转嫁的重要原因。"政府缺位"具体体现在立法、执法、司法和法律监督四个方面。欲解决城乡污染转嫁,必须在农村环保中切实做到"政府到位"。"政府到位"应从制定"良法"、严格执法、依法执法、加强法律监督和公众参与着手。

In China,rural areas,environmental protection and long-term existence of the＂absence of government＂ is an important cause of urban pollution shift.The Absence of government embodied in four areas of Legislation,law enforcement,judicial and legal supervision.So to solve the pollution＇s Dimensions from urban to rural,we must make government be＂in place＂effectively in the environmental protection in rural areas.And we should proceed from develop ＂good law＂,strictly law Enforcement,legally law enforcement,strengthening legal supervision and public participation.
