我国粮食生产不稳定的原因是经营规模小,效益低。改变这种状况的根本途径是实行规模经营,培育专业粮食生产者。专业的粮食生产者不论是基于投入的成本还是获得的收入都不会轻易退出粮食生产行业,这样就能建立稳定的粮食供给机制。而实行规模经营的主要障碍是土地集中困难,解决土地集中困难的有效方式是发展种粮专业合作社,把分散到一家一户的土地集中起来,进行规模种植。

Small-scale management and low efficiency lead to the instability of grain production. It is the fundamen- tal way to change this situation through scale management and fostering professional grain producers. Professional grain producers will not withdraw from agriculture easily in terms of cost and income, which can establish a stable grain supply system. The main obstacles of implementing scale management are screwed on land concentration. It is the effective way to solve this problem through developing＇professional cooperative, which makes the scattered land together so as to implement scale management.
