大力发展公共租赁住房是"十二五"期间保障性住房建设的主要任务,但如何确保保障性住房资源分配的公平有效,尤其是确立合理的准入门槛和退出办法,仍值得探索。公租房准入与退出机制的核心内容为:在准入原则上,加入对申请家庭总资产的限制以及对家庭收入上限的动态调整机制;在配租过程上,对不同类型的申请家庭进行打分,确定量化标准;在退出机制上,采取奖惩并举的方法,以经济手段和法律手段打击滥用公共资源者。

To develop public rental housing is the main task of social housing program during the Twelfth Five-Year Plan. However, it still needs exploration on how to build a reasonable entry and exit mechanism for distributing social housing fairly and efficiently. The core contents of entry and exit mechanism of public rental housing are as follows： in the aspect of entry principle, adding the dynamic adjustment mechanism to limit the total assets and control the upper limit of a family income; in the aspect of allocating rental housing, scoring the applicants of different types and determining the quantitative criteria; as for exit mechanism, applying rewarding and punishing approach, and punishing those who misuse public resources through economic and legal means.
