加强产权和技术交易服务体系建设的探讨

Study on Constructing the Service System for Equity and Technology Exchange

"十二五"期间,推进经济结构战略性调整和发展方式的转变导致加强产权和技术交易服务体系建设的重要性、紧迫性迅速凸显。通过分析当前中国产权和技术交易服务体系建设的现状,探讨其主要问题,提出加强产权和技术交易服务体系建设要注意调整政策定位,健全法律法规和相关引导、激励和约束机制,完善宏观监管或统筹协调机制,强化对中介服务组织的引导和支持政策,积极发挥公共平台和非营利组织作用;要加快创新其服务供给机制,加强财税支持,完善融资机制;积极组织相关试点、试验和示范活动,加大宣传和知识普及力度。

During the 12th five -year- plan period, with the strategic adjustment in economic structure and the transformation in developing mode, it becomes more and more important and urgent to construct the service system for enquity and technology exchange. By analyzing the current situation in developing the service system for enquity and technology exchange in China and investigating its main problems, we propose the corresponding policy suggestions. In order to construct service system for enquity and technology exchange, more attentions should be paid to relocating policy objectives, amplifying laws, regulations, and related guiding, incentive and restrictive policy systems, perfecting the macroscopic supervision and coordination mechanism, strengthening the guiding and supporting policies towards the intermediary service organizations, and making the public platforms and nonprofit organizations play active roles in it. In addition, it is essential to accelerate the innovation in services provision mechanism, enhance the support in finance and taxation, and improve the financing system. Last but not the least, it is important to organize related activities about pilots, experiments, and demonstrations positively, strengthen the propaganda and popularize related knowledge.
