摘要 灌区节水改造对节约水资源,提高粮食产量,保障国家粮食安全具有重要意义。通过对其科学评价,可以弄清楚改造效果及相关制约因素,为决策部门完善改造措施提供决策依据。根据可变模糊集理论,建立了基于对立统一定理和质量互变定理的灌区节水改造综合效益评价新方法。该方法能将研究问题的对立统一与辩证认识有机结合起来,满足唯物辩证法的对立统一规律和质量互变定理,理论严谨,概念清晰,计算简便。实例研究结果表明,该方法不但能准确给出灌区节水改造综合效益的等级趋向,而且能清楚表明与节水改造效益的最高水平相对差异程度,是一种有效和可靠的灌区节水改造综合效益评价新方法。 The water-saving reform of irrigation areas is of great significance to saving water resources, improving grain yield and guaranteeing national food security. The reform effect and relative restricting factors can be made clear by scientific evaluation of the benefits of water-saving reform, and serve as a foundation for improving modification measures. According to the variable fuzzy sets theory, this paper presents a new method for evaluating comprehensive benefit of water-saving reform of irrigation areas based on the opposites unity and quantity change and quality change theorem. The proposed method can make unity of opposites organically combined with dialectical understanding of problem, and can satisfy the materialist dialectics" opposites" unity and quantity change and quality change law, is precise for the theory and clear for the concept. The comparison and analysis of results of case demonstrates that the proposed method can not only accurately give the trend of grade, but also show the relative difference degree clearly, and is an effective, reliable and practical novel method for evaluating comprehensive benefit of water-saving reform of irrigation areas.
