我国政府投资面临的效率困境及其化解路径

On the Dilemma of Efficiency and Its Solution to Government Investment in China

结合当前实践,本文对我国各地政府投资不同程度存在的规模效率困境、结构效率困境、产出效率困境等三种风险及其成因展开分析,并据此提出了通过制度化途径以消除影响政府投资效率的系统性风险、完善"四道闸口"运行机制以实现部门协同效应、增强外部监督制衡以提升政府投资效率等改革路径机制。研究表明:地方政府投资需求扩张与融资能力有限之间的现实冲突、经济增长与社会公平之间的艰难取舍、高投资率与低产出率引致的巨大风险已经强烈昭示了区域经济增长方式转型以及投资管理体制改革的重要性和迫切性。

By the means of three - dimensional framework and investment data of local governments, the paper pays attention to the dilemma and the risk of scale efficiency, structure efficiency and output efficiency of the local government investment. Finally, it suggests that we need to deepen the reform of investment law system, cooperate four different government departments and strengthen supervision of external forces for the purpose of increasing efficiency of government investment. The evidence obviously shows the importance and urgency to change the model of regional economic growth as well as the administrative system of government investment.
