关于高校实行党代表任期制若干问题的思考

Thinking on Some Problems in Implementing Term System of Party Representatives in Colleges

党的十七大提出,要实行党代表任期制。中共中央印发了《中国共产党全国代表大会和地方各级代表大会代表任期制暂行条例》。随后,高校开展了党代表任期制的试点工作。在探索的过程中,高校积累了经验,也存在着一些现实问题,尤其是在党代表的整体素质、党代表的权利和制度建设等方面还有待提升和加强。高校要进一步推进党代表任期制,需要做多方面的努力,尤其要做好以下三方面的工作:提高党代表整体素质是基础,落实党代表的权利是重点,加强制度建设是关键。

The 17th National Congress of CPC proposed to implement the term system of Party representatives. The Central Committee printed and distributed Interim Regulations of the Party Representatives Term System on National Congress of CPC and Congress of Local Levels. After that, experimental work was carried out in universities. During the exploration, universities have gathered experience, but there are some practical issues that the overall quality of the Party representatives, the Party representatives＇ right and system building need to be improved and strengthened. Efforts should be made in the implementation of term system of Party representatives, including improving the overall quality of the representatives, implementing their right and strengthening system construction.
