保税区外汇管理政策以简化外汇收支手续、便利区内企业贸易活动为监管原则，在促进保税区业务发展方面发挥了重要作用。与此同时，也应防范境外异常外汇资金利用政策及业务系统盲点违规流动套利的风险。文章结合辽宁省保税区发展实际，研究异常外汇资金在保税区流动的途径，并提出相关政策建议。

FX management policy in bonded zones follows the supervisory principles of simplifying FX receipts and payments processing and facilitating the trade activities in bonded zones. It plays an important role in promoting the business development of bonded zones. Meanwhile, the risks of unusual FX funds taking advantage of the policy and the business system blind spots for illegal arbitrage must be avoided. This article studies the channels of unusual FX fund flows in the bonded zones and puts forth relevant policy suggestions in the light of the actual situation of bonded zones in Liaoning province.
