摘要
设立产业集中区是安徽省落实《皖江城市带承接产业转移示范区规划》以及实现承接产业转移而采取的一项重要举措。文章认为,产业集中区的又好又快发展,首先应当将产业集中区管委会法律地位、职责进行明确,并在此基础上建立起科学、合理的产业集中区发展中的利益分配、补偿与政府考评机制以及行之有效的组织协调机制。
The establishment of Industry Centralized Area in Anhui Province is an important method of implementing ＂industrial transfer matchmaking demonstration area of Anhui Along-Yangtze -River city belt planning＂ and achieving industrial transfer. In order to promote the development of the Industry Centralized Area, the principal task is to define the legal position and responsibility of the Management Committee in Industry Centralized Area, and then based on that, the paper establishes scientific and rational mechanism in the process of developing the Industry Centralized Area to distribute and compensate benefits, to evaluate the performance by government, and to establishing valid Coordination mechanisms.
