摘要
基于自然灾害风险评价系统的复杂性和不确定性特征,从自然灾害危险性、社会经济易损性和区域设防角度建立评价指标体系,采用模糊物元(fuzzy matter element,FME)模型对中国大陆31个省、直辖市和自治区重大自然灾害风险等级进行评价.比较FME法与综合评价法的评价结果表明,FME法计算简捷,能清晰展示各要素层间相互关系.
Based on the characteristics of complexity and uncertainty of natural disasters risk system, an evaluation indexes system was built from the risk of natural disasters, socio-economic vulnerability, and regional fortification. Then fuzzy matter-element (FME) model was used to assess the risk of catastrophe disasters among 31 provinces, cities and autonomous regions in China mainland. The result of FME method, compared with that of comprehensive evaluation method, showed that the FME method could clearly demonstrate the various elements of the relationship between the layers with characters of clear thinking, simple calculation, and reliable evaluation.
