摘要
2011年,上海改革凸显"创新驱动、转型发展"等一系列基本特征,在政府行政改革、国企国资改革、金融制度改革、航运和贸易制度改革、城市管理、城乡统筹以及民生等领域都取得了积极成果,但也遇到改革进程中产生的一系列有待突破的问题。在此基础上,分析展望2012年上海改革面临的形势及基本思路,并提出上海改革的十大重点领域。
In 2011, Shanghai highlighted some basic features as innovation-driven and restructuring development in reform. A series of positive results were achived in the fields such as government administrative reform, the reform of state-owned enterprises and state-owned assets, financial system reform, shipping and trade reform, urban management, overall development of urban and rural areas, as well as the people＇s livelihood, while a range of issues to be creacked generated in the reform process. On this basis, the essay analyses and prospects the situation and basic ideas of Shanghai＇s reform in 2012, and proposes ten key areas of the reform.
