文章介绍了中国石油天然气管道第二工程公司结合管道施工企业一般来说专业技术人员年轻、科研经验少、科技创新基础薄弱的实际,采取一系列有针对性策略,健全科研管理组织、强化科研过程管理、推进科技人才培养、推进技术创新、加快施工技术进步,并取得诸多重大创新成果的情况,为施工企业强化科研基础管理提供了实例。
