社会转型期公民道德建设实效性提升的路径审察——基于民间设奖“德清现象”的实证研究

社会转型期公民道德建设的主要任务是在教育引导和规范管理中探索有效的实践路径,以促使公民道德与新的社会秩序要求相契合。1997年,德清县在全省首推民间设奖制度。十多年以来,涉及社会各个领域的24个奖项以贴近百姓、贴近生活的独特优势,采取百姓设奖奖励百姓的崭新形式,进一步促进了公民思想道德素质、科学文化素质和健康素质的提高。民间设奖"德清现象"的成功经验,为我们提供了一个公民道德建设的可能路径:通过民间推动,结合政府引导,以评奖活动为载体,形成社会共同推进道德建设的新局面。

The major task of the construction of citizen morality in the social transition period is to explore the effective practical methods in the guidance of education and standard management in order to make citizen morality correspond to the requirments of the new social order. In 1997, Deqing county set up the system of deciding on prizes through discussions of the people for the first time, which then spread out in the differrent parts of the province. For more than a decade, 24 prizes are involved in all fields of the society, and those that are close to the ordinary people, or close to the life of them are of unique advantages. Such brand - new methods as prizes decided on by ordinary people themselves, and rewarding the ordinary people are to promote the qualities of thinking and morality of the citizens further. The successful experience of ＂Deqing Phenomenon＂, prizes decided on by the people has offered us the possible approaches for the construction of citizen mo- rality to create a kind of new situation in the society, by means of people to participate in the discussion, government to guide it, and people themselves to decide on prizes.
