制度建设是反腐倡廉建设的根本性建设,新制度经济学对我国反腐倡廉制度建设有重要的启发和借鉴意义。反腐倡廉制度建设的根源在于人性的弱点,制度比人品更重要,制度比运动靠得住。制度反腐要以制约和监督权力为核心。强有力的实施机制是反腐倡廉制度建设取得实效的关键,要以使腐败成本大于腐败收益为核心,以发现、惩处、教育为重点,着力构建有效的反腐倡廉制度实施机制。

The anti-corruption system construction is the fundamental construction.The new institutional economics can present much valuable reference and suggestion for China＇s anti-corruption system construction.The anti-corruption system construction focuses on human weakness,the system is more important than character,and more reliable than movement.The anti-corruption system should be control and supervision power centered.Powerful mechanism for implementing anti-corruption system is the key to be effective,it should let the cost of corruption to be greater than the proceeds of corruption,having discovery,punishment,education as a core,focusing on efforts to build an effective system to implement anti-corruption mechanisms.
