学习借鉴国外参与式预算实践经验,在推进国内参与式预算试验时,应立足于我国国情,因地制宜,通过创新财政管理制度、加强参与式预算的制度化建设、做好参与式预算的教育培训等措施,将参与式预算实践与我国民主化改革、政治体制改革、政府政务公开等一同推进。

Using the experiences of participatory budget abroad for reference to promote domestic relative experiment, based on national and local condition we should innovate financial management system, strengthen institutional construction and complete education and training to integrate par- tieipatory budget with democratization reformation, political restructure and government affairs openness.
