中国体育用品标准化建设现状与对策

Standardization of sports goods in China

对我国体育用品标准化建设进行研究,分析我国体育用品标准体系,以及管理体制和运行机制中存在的一些问题。我国体育用品标准数量少,覆盖面小;标龄过长,采标率低且相对滞后;标准老化现象比较严重,导致有些技术指标落后,标准内容过死,精度过宽、过低。体育用品标准的运行和管理存在着条块分割,多头管理,争归口、多归口等现象。使得标准之间存在着交叉和重复,标准的技术内容不能及时反映市场需求、促进技术进步。因此,需要建立适应市场需求的、技术领先的,既符合WTO/TBT规则要求,又能保护我国体育用品企业利益和提升竞争力,有效应对经济全球化和信息化挑战的体育用品标准体系,以及相应的管理体制和运行机制。

Through literature study and investigation, this paper expatiated on the sports goods standardization and the related problems. It could be seen that the inadequate number of standardization and the low coverage of the standards made technical indexes lag behind other countries and unable to reach international standards. The function and management of sports goods＇ standardization were governed by both national and industry standards, which caused confusions and impacted on the development of sports goods. Therefore, competitive and advanced system of sports goods＇ standardization should be established to protect the industry, to meet the market needs and the challenge of the global economic trade.
