Withdrawal from treasury plays a very important role in promoting local economic development and adjusting economic balance as an effective measure,which can adjust economy,support the extremely poor enterprise,implement national poverty reduction policy,encourage export and attract foreign investment.This paper based on the practical work of withdrawal from treasury,analyses the difficulties and put forward countermeasures which can guard against the risk and make sure the security of treasury funds.
