A Reflection on the Legal Offense by the "City-outsiders"——A Perspective on Crime Committed by the New Generation of Migrant Workers

相比传统农民工的"身在城市心在农村",新生代农民工被架空在二元化的城乡之间,是一群被农村和城市双重边缘化的青年,其犯罪问题日益凸显,成为城市和谐发展的深层次隐痛。深入透视新生代农民工犯罪的特点及成因,提出可行性防治措施,以期对遏制新生代农民工这一"城乡边缘人"的群体犯罪有所裨益。

Compared with the older generation of migrant workers who ＂worked in cities but with their hearts left in the rural＂, the new generation of migrant workers was put elsewhere between the rural and urban areas. They are the special youth who become marginalized both by the city and the countryside. So the crime committed by this group is becoming increasingly prominent, which becomes a deep pain for the harmonious urban development. This paper gives an in-depth perspective of characteristics and causes of the crimes committed by this new generation of migrant workers, and at the same time, it also puts forward the feasible measures so that they might be useful in deterring the crimes committed by this new generation of migrant workers, a group of city-outsiders.
