榆林市创建节水型社会建设模式的实践与探讨

Practice and discussion of water-efficient society establishment in Yulin City

作为全国节水型社会建设试点城市,陕西省榆林市紧紧围绕节水型社会建设规划所确定的目标,坚持以提高用水效率和效益为核心,以制度建设为动力,以节水工程建设为重点,用了近5年时间,有计划、有步骤地认真开展试点工作,成功创建了"政府主导、市场调控、公众参与"的节水型社会建设"榆林模式",满足了全市人民生活和经济高速发展对用水的需求。榆林市的实践为全面建设节水型社会、保障水资源可持续利用积累了宝贵的经验。

Being a pilot of water-efficient society establishment in China, Yulin City of Shaanxi Province has turned to be the model of the country in nearly five years＂ time, by means of accomplishing the objectives defined in the plan and focusing on enhancement of water use efficiency and benefit and driven by system establishment and water-saving project construction. The pilot has been successfully implemented that has guaranteed water needs of people and fast economic development by the creation of a ＂Yulin model＂ of water-efficient society establishment, i.e. ＂led by government, regulated through market and participated with public＂. The experience and practice in Yulin City is valuable for its application in other regions and sustainable utilization of water resources.
