农村基层政权公信力本质上是公众对基层公共权力合法性的一种政治认同,公信力资源流失也是基层政治认同流失的过程。农村基层政权组织与公众利益实现关联度弱化、乡—村关系行政化对基层民主制度的架空以及农民价值认同的理性化和行动单位的原子化分别构成了后集体化时代基层政权公信力流失的利益、制度和价值认同根源。

The public trust in the rural grass-roots political power is in nature a kind of the public＇s political identification with the legality of public power at the grass-roots level, and the loss of the public trust resources means the loss of the grass-roots political identity. The weakening in the relevancy between rural political power organization and public interest realization, the suspension in the primary-level democracy resulted from the administrationalization of town-village relationship, and the rationalization in peasants＇ value identity and the atomization in action units all contribute to the loss in the interest, system and value identity of the public trust in rural grassroots political power in the background of post-collectivization.
