国家杰出青年科学基金项目的设立,体现了国家资助基础研究方式从以资助项目为主的单一模式到资助项目、资助带头人、资助团队的多元模式转变。实施十五年来,它在促进青年科技人才成长,加速我国高层次人才队伍建设,培养和造就一批冲击世界科技前沿的优秀学术带头人等方面起到了十分重要的作用。但是在评审机制和如何兼顾不同学科之间的均衡发展等问题仍需要不断地改进。
