The Specific Meaning of the Basic National Policy and Its Policy Decision

基本国策是我国在治理实践中形成的一种特殊政策形态,其实质是党和国家对某项普通政策的特殊定位。基本国策有其特定含义,既不宜简称为"国策",也不是"国家的基本政策"的简称。基本国策的判定可以分为实然和应然两种标准,前者主要回答我国已经形成多少项基本国策;后者则主要探讨这些既定基本国策是否合理以及在什么情况下可以将一项普通政策上升为基本国策。根据实然标准,可以判定我国已经形成六项基本国策,但对于应然标准的研究则需进一步深化。

Basic national policy is a special policy form in our country＇s running practice. Its essence is the special position for a general policy of the party and the state. Basic national policy has its specific meaning, which is not referred to as the ＂national policy＂, nor ＂basic state policy＂. Basic national policy decision can be divided into two standards： what it is and what it ought to be. The former one mainly answers our country has formed several basic national policy; the latter mainly discusses the existing established basic national policy is reasonable or not and under what circumstances can be a general policy to be risen as a basic national policy. According to the latter standard, we can judge our country has formed six basic national policy, but a further deepen research is need to the former standard.
