摘要
为了对中国各工业行业进行经济—环境效率的评价与比较,本文采用超效率DEA方法对2005~2009年间中国39个工业行业进行了效率测算,揭示了中国工业经济—环境效率的总体发展情况及各行业间的差异。在进行超效率DEA评价的过程中,利用工业行业环境排放和资源消耗的社会支付意愿之和代表环境投入,在一定程度上弥补了既有研究中在涉及环境排放时存在的不足,并通过比较不同模型的评价结果,反映了环境问题对各工业行业不同的效率影响程度。本文根据效率评价结果,对工业行业进行了分组研究及加权评分,评价结果表明,各工业行业在经济—环境问题上具有各自的特点,虽然已有部分行业呈现较好的发展态势,但多数工业行业的环境问题依然严重。
To evaluate and compare the economic-environmental efficiency of each sector of China's industry,this paper calculates the efficiency of 39 sectors from 2005~2009 by adopting the SE-DEA(Super-efficiency Data Envelopment Analysis) evaluation method,revealing the overall developing status and inter-sector difference of economic-environmental efficiency of Chinese industry.In the process of assessment,this paper utilizes the social willingness to pay of pollution emission and resource consumption and corresponding representative environmental input to make up for the deficiency of environmental efficiency assessment by previous research to some extent.Through comparative study of outcomes generated by different evaluation models,the extent of impacts of environmental problems on efficiency of Chinese industry is reflected.Based on assessment outcomes,group study and weighting scoring are conducted,this paper indicates that each sector has respective characteristics concerning economic-environmental problems.Although favorable developing tendency has already emerged within some sectors,the majority of Chinese industry sectors are still confronted with severe environmental problems.
