Design to the Compensation Mechanism of Public Hospitals from the Perspective of New Public Service Theory

新公共服务理论是现代服务型政府的重要理论基础,它不仅强调公共利益在政府服务中的核心地位,而且强调通过明确表达公共利益以使政府更好地服务于公众。政府是保障公立医院公益性的主体,要从明确公立医院的定位、保障充足的财政支持、建立绩效评价体系和符合公益要求的内部管理制度等方面保障公立医院的公益性。

New public service theory is among theoretical basis for a modem service-oriented government, which not only puts emphasis on the core role of public interests in the delivery of public service but also on the clear expression of public interests so as to make sure that the public could be better served. The government takes the responsibility to enhance the public interest nature of the public hospitals by clarifying the role, ensuring enough financial support, constructing the performance evaluation system and internal management of hospitals.
