北京海淀区社区儿童神经心理发育的保健管理模式研究

Study on the healthcare management model of children's neural psychological development in Beijing Haidian district

【目的】研究儿童神经心理发育的保健管理模式,早期发现儿童发育中存在的问题,早期干预,预防残疾发生。【方法】以海淀区健全的儿童保健三级网为基础,通过对社区儿保医生进行技术培训、建立逐级信息转诊管理制度和区级评估干预门诊,研究全区社区儿童发育筛查-评估-诊断-指导干预-反馈-基层再提高的监测管理模式;通过分析全区五年发育监测工作开展情况,评估管理模式的有效性。【结果】2006-2010年海淀区儿童神经心理发育筛查覆盖率由66.33%上升到93.75%。2009年起建立区级发育迟缓儿童干预门诊,更多迟缓儿童得到干预指导,较好发挥了儿童神经心理发育监测的社会效应。【结论】在健全的儿童保健三级网中,实施有效的儿童神经心理发育监测及保健管理模式,是早发现、早诊断、早干预发育偏离或落后儿童的有效途径,是使儿童身心得到全面发展的重要公共卫生策略。

【Objectives】 To study the health care management model of children＇s neural psychological development for finding the problems early,intervening early and preventing disability occurrence.【Methods】 Based on the well-established Child Healthcare Three-level Network,the monitoring management model was established in Haidian district for screening-evaluation-diagnosis-guide intervention-feedback-improvement.The efficiency of this management model was evaluated through analysis of the results on the growth monitoring within five years.【Results】 From 2006 to 2010,the coverage rate of screening in Haidian district was gradually increased each year（from 66.33% to 93.75%）.The district-level intervention clinics for developmental delay（DD） children were established in 2009,and many DD children have gotten intervention guide.The social effects of the children＇s neural psychological growth monitoring have been considerable.【Conclusion】 It is critically important to establish the healthcare management model of children＇s neural psychological development based on a well-established Child Healthcare Three-level Network.Effective implementation of this model is a useful way to the early detection,early diagnosis and early guide intervention of developmental deviation or laggard in children.It is also making a significant contribution to public health strategy for all-round development of children.
