公共服务供给中的网络治理困境——基于南京市鼓楼区居家养老服务网的案例分析

Problems in Network Governance of Public Service Supply:A Case Study of the Old-age Home Service Network in Gulou District,Nanjing

以南京市鼓楼区居家养老服务网为案例,运用集合论的方法阐述养老服务网络治理能够实现的原因是:实现了各方行动主体自身利益的同时促成了公共利益。当"网络向心力"大于"网络离心力"时,合作网络得以达成;当"网络离心力"大于"网络向心力"时,合作网络趋于解体。研究发现,鼓楼区养老服务的网络治理实践存在购买行为内部化、缺乏竞争机制和监督机制不完善三大问题,从而使养老服务的网络治理面临解体风险。

Taking Gulou plain the reasons for the the actors involved have District, Nanjing as the research sample, the author uses the method of set theory to ex- success in the governance of the Old - age Home Service Network, which shows, when gained their own interest, the public interest is at same time promoted and produced. When the network centripetal force is greater than the network centrifugal force, network of cooperation can be reached, while the latter is greater than the former, the network will go towards disintegration. The study found three major problems in the district＇s network governance： mainly internalized purchase, lack of competition mechanism and imperfect supervision system, so the public service network is being faced the risk of collapse.
