摘要
比较中国和西方发达国家的食品药品安全监管系统中法律法规和管理方式的差异,提出中国"药食同源"的理念与西方"药食有别"的理解致使在法规建设和管理上不同的路径,以及因国情的不同在监管工具方面的差距。得出结论,在国际化进程中,中国应有选择地吸取西方发达国家的成功经验,大力发展食品溯源技术,审视整个食品药品安全监管系统中各个环节的责任,以进一步完善中国食品药品安全体系。
Compared the similarities and differences of Chinese and other developed western countries" food- and-drug safety policies in the aspects of law-making, caused by the dichotomy of historical backgrounds, managerial roles, as a result of distinct management system, and supervising tools, due to the current situation of China and other western countries. Then proposes some suggestions that China should selectively learn from other developed countries, improve its food-and-drug retrieving technology, re-consider the roles and responsibilities of the government, the producers and the public, and international collaborations.
