高校科研团队资源能力模型构建及其应用研究

Research on resource-competence model of research team in university and its application

高校科研团队是国家科技创新的重要主体。依据组织能力及能力素质模型的相关理论,剖析了高校科研团队的资源及能力要素构成,构建了高校科研团队的资源能力模型;通过对我国某重点高校进行问卷调查,验证了所构建的资源能力模型的有效性,并对该模型进行了完善;从宏观及微观角度分析了资源能力模型在高校科研团队管理中的应用,提出了基于资源能力模型的高校科研团队能力的EPD循环改进方法,结合实例说明了借助资源能力模型对高校科研团队资源能力进行评估、诊断和改进的可行性。

Research team of university （RTU） is the important actor of science and technology innovation. According to organizational capability theory and competency model, this paper analyzed the essential elements of resource and competence of RTU, and then es- tablished its resource -competence model. Through the questionnaire to some key university in China, the paper verified and improved the model. Then the paper discussed the application of the model in RTU management from both macro and micro perspectives, pro- posed EPD cycle improvement method, and showed the feasibility of the method in evaluating, diagnosing and improving the resource and competence of RTU using a case.
