南京市秦淮区社区卫生服务现状调查和分析

Survey and analysis of the status of the community health service in Qinhuai district of Nanjing

目的调查南京市秦淮区社区卫生服务(CHS)现状,为制定与CHS相适应的策略提供依据。方法采用访谈法、问卷调查法了解南京市秦淮区CHS现状。结果南京市秦淮区CHS中心机构健全,用房面积、医生数量符合"基本标准"要求;但护士数量偏少。医护人员专业结构基本合理,持证情况良好;但医护人员学历、职称普遍偏低。近三年总的财务收支基本平衡,略有盈余;政府对CHS中心经费投入仅占年总收入的11.36%,药品收入占总收入的55.40%。CHS中心大部分具备基本医疗设备,但仍有少数CHS中心缺乏一些重要的常规医疗设备如简易手术设备、B超机、血球计数仪、尿常规分析仪、生化分析仪等。就诊患者满意度较高。结论南京市秦淮区CHS现状基本上是好的。政府应加大对CHS中心的财政投入,进一步加强卫生服务队伍的建设。

Objective To conduct a survey on the status of the community health service（CHS） of Qinhuai district of Nanjing city for providing a basis in the establishment of reasonable CHS strategies. Methods The CHS status of Qinhuai district of Nanjing China was investigated by interview and questionnaire survey. Results Organizational structures of the CHS centers in Qinhuai district were of healthiness with the construction areas and the numbers of physicians which fulfiled the basic standards except for relatively less number of nurses.Professional structure of the medical care personnel was basically reasonable with formal certificate qualifications,but a common fact of relatively lower education background and professional titles existed.In the recent three years,total financial income and expenditure of these centers were generally balanced with slight surplus.Of total income,the financial support from government accounted for 11.36%,the income from drugs accounted for 55.40%. Most of the centers had necessary medical equipments,but some centers had still lack of some conventional medical equipments,such as biochemistry analyzer,B-type ultrasonic machine,etc. Conclusion The status of the CHS of Qinhuai district of Nanjing city is good. The CHS centers need to increase the financial support of government and further strengthen the construction of qualified medical care personnel.
