农村剩余劳动力转移及就业的思考

Thinking about Transfer and Employment of Rural Surplus Labor

阐述了改革开放以来我国农村剩余劳动力转移7个阶段的历程。分析了我国农村剩余劳动力产生的原因及转移和充分就业的制约因素。从农村产业结构、城镇化发展进程、第三产业发展、农村社会保障制度、户籍制度和土地流转制度、农村教育与培训制度、国外劳动力就业市场等方面提出对策,以期为我国农村剩余劳动力转移及充分就业提供参考。

The seven stages of Chinese rural surplus labor transfer since reform and opening up of China were described. The cause of rural surplus labor force and the restrict factors of labor force transfer and full employment were analyzed. From rural industrial structure,urbanization process, development of tertiary industry, social security system ,land and household registration system ,rural education and training ,foreign labor employment market,etc,some countermeasures were put forward,so as to provide guidance for Chinese surplus rural labor transfer and full employment.
