要实现水能资源的有序开发和可持续利用,必须树立水能资源科学发展新理念,加强水能资源的科学管理,建立水能资源开发与保护的良性循环机制,更好地实施水电新农村电气化县的建设。
it is necessary to establish the new concept of scientific development of hydroenergy resource, strengthen the scientific management on hydroenergy resources, and develop the virtuous cycle mechanism for development and protection of hydroenergy resources, thus to further implement the construction of hydropower facilities for the target of new rural electrification county, in order to achieve reasonable development and sustainable unitization of hydroenergy resource.
