管道完整性管理效能评价指标体系

Preliminary study on the index system of pipeline integrity management performance valuation

针对国内外尚无管道完整性管理效能评价的成熟方法及标准规范可供遵照执行的现状,深入调研了国外法律法规和标准规范的相关要求,包括美国法规H.R.3609、H.R.5782,美国联邦法规49CFR192,GAO报告和OPS指导意见,以及ASMEB31.8S和API1160等相关标准。指出管道完整性管理效能评价是用于对管道企业或管理单元实施完整性管理的有效性及其效率进行评价,而管道完整性管理效能评价是一个多投入、多产出的综合评价系统,因此对其投入、产出要素进行分析界定,遵循指标的完备性、可比性、可操作性和简练性等原则,从管道企业或运营商的管理对象和完整性管理工作内容两个维度综合考虑,针对每项具体工作设定效能度量指标,构建管道完整性管理效能评价指标体系。

As currently applied,there are no available methods or standards for pipeline operators followed and implemented directly to evaluate the performance of pipeline integrity management program(IMP) .The authors deeply and widely investigate the requirements of related laws,regulations and relevant standards about the IMP performance evaluation including H.R.3609,H.R.5782,9CFR192,GAO report,OPS guiding opinions,ASME B31.8S and API 1160.Thus it is defi ned as a way to access the performance effectiveness and effi ciency of the pipeline IMP.However,the pipeline integrity management performance evaluation is a 'much input & much output' comprehensive evaluation system,it should follow the principle of the index of completeness,comparability,operability,simplicity,and takes a comprehensive consideration from the viewpoint of pipeline enterprise or management objective of operators and integrity management contents to set up a performance evaluation index system based on the specifi c effi ciency measures of each work.
