我国河湖管理存在的问题及解决途径

Problems of Rivers and Lakes Management in China and Their Solutions

随着现代化、城市化步伐的加快,作为城市水资源、水环境重要载体的河道湖泊出现了一系列问题。加强河源管理与保护工作已经越来越显得重要和迫切。针对我国河湖管理的现状,分析了在河湖管理中存在的问题,对新时期的河湖管理提出具体的解决对策:抓好规划编制;理顺河湖管理与保护体制体制机制;建立长效管理机制,保障河湖功能的发挥;全面提高河湖管理信息化水平。

With the accelerated pace of modernization and urbanization,a series of problems appear in the rivers and lakes which are important carriers of urban water resources and environment.To strengthen the riverhead management and protection has become increasingly important and urgent.In this paper,based on the rivers and lakes management status,its problems are analyzed,and specific solutions are proposed,first of all,to pay special attention to programming;secondly,to straighten out the management and protection system mechanism of system;thirdly,to establish long-term management mechanism so as to ensure the function of rivers and lakes into full play;Finally,to comprehensively improve the management informatization level of lakes and rivers.
