西安经济技术开发区企业安全生产标准化调查及模式探讨

Investigation on the work safety standardization of enterprises at Xi'an economic & technological development zone and its eodes

随着我国安全生产标准化工作的逐步开展,安全生产标准化的推广研究越来越被人们所关注。本文通过对西安经济技术开发区企业安全生产标准化工作的调查,总结了经开区安全生产标准化推行工作的制约关联因素,并对调查结果进行了分析。结果表明,西安经开区安全生产标准化推行工作处于初期阶段,需要进一步推广;安全生产标准化推行中存在的问题主要集中在认识不足、基础薄弱、产业结构复杂、引导政策缺失等。结合这些存在的问题和推行实践经验,提出从观念认识、制定政策、技术指导、考核激励和分级管理几个方面推行西安经开区安全生产标准化工作的模式,这对经开区推广安全生产标准化有促进作用和指导意义。

As the safety standardization work develops gradually,the corresponding study about its promotion has been increasingly concerned.Based on the investigation of safety standardization work promotion in enterprises of Xi＇an Economic Technological Development Zone,this paper summarizes the associated factors restricting the implementation,and the results are analyzed.The results show that the implementation of safety standardization for Xi＇an Economic Technological Development Zone is at the early stage and needs further promotion.The existence of problems during the promotion lies in insufficient understanding,weak foundation,complex industry structure,lack of policy guiding and so on.By considering the problems and these practical experiences,we present the model of carrying out the safety standardization work of Xi＇an Economic Technological Development Zone in terms of concept understanding,regulation policies,technical guidance,performance evaluation and stimulation,level-to-level administration,which will play a great role in driving and guiding the safety standardization
