高职院校"创先争优"的内涵是针对高职教育、教学及管理工作的重点,争创优秀集体和个人,以这样的"创先争优"推进高职院校党建及其他工作。要实现"创先争优"对高职院校基层党建等工作的积极作用,必须建立"创先争优"的长效机制和创新平台。以人为本是高职院校"创先争优"长效机制的基础;对"先"和"优"的科学考评与激励是高职院校"创先争优"长效机制的保障;符合高职院校实际的"创先争优"活动内容、方式与途径是长效机制的主体。
