温州高校高度重视网络文化建设和管理工作,在发挥网络文化的正向作用方面形成一套切实可行的经验和做法。但还存在着校园网络文化宣传阵地发展不够平衡、网络文化队伍人员配备不到位、学生网络自律意识较差、网络监控难度增大等问题。解决这些问题要从以下几方面入手:社会各界要共同开展网络文化建设与管理工作,形成工作合力;建立健全校园网络文化建设和管理的督促检查和奖惩机制;加强网络平台建设,加大网络文化资源的开发;加强校园网络管理工作队伍建设,增强舆论引导的及时性、针对性和有效性;实施"绿色校园网络"计划,促进大学生网络道德的自我提升。

Wenzhou colleges attach great importance to the construction of Intement culture and management and they own a set of practical experiences and methods on the aspect of Intemet culture＇s positive function. However, there are some problems such as imbalance propaganda for Internet culture, being lack of administrative staff; being short of self-discipline for students, difficult Intemet monitor and so on.In order to solve these problems, it should do as the following： All social sectors must carry out the construction of Internent culture and management so as to form pool effort; It should establish supervision, examination,reward and punishment system; Improving the construction of Internet platform; Increasing exploitation of Internent culture resource; Enhancing the power of administrative staff; Strengthening the timeliness, pertinence and effectiveness of public opinion; Implementing ＂Green College Internet＂plan; Promoting students＇ Internet moral.
