摘要
新农村建设的实质内涵：一为农业科技化；二为农业生态化；三为农业商业化。具体表述为：新农村建设必须依赖科技，让农民农业工作的产前、产中、产后科技效率化，以提高农民所得；新农村建设必须是与万物共生。形成自然生态。让其形成自然循环链，合谐共存的生态体系；新农村建设必须面对市场经济。形成一种内需化通路，亦为建通路卖通路。新农村建设的目的是：提高农民所得。并提升社会地位；建立特色农村，并繁荣农村经济；促进农业现代化，并调整农业生产结构。新农村建设代表另一种不同的理念，其发展应以经济为首要，让农民获得高效益的所得；其次以社会为重，让农村和谐建立安和乐利的社会；再次以政府为主。让国家政府安定。海南省新农村建设必须有新策略、新思维，包括观念架构，操作架构及永续经营理念等。
The substances of the new rural communities construction are： scientific and technological agriculture, ecological agriculture and commercialized agriculture. To be specific, the construction must rely on science and technology, then realize high efficiency and raise farmers＇ income; the construction should also form a natural cycle and harmonious co-existence of ecological system; what is more, the construction has to confront with the market economy and create a domestic demand-oriented channel. The construction of new rural communities construction aims at raising farmers＇ income and social status, improving rural specialty and economy; promoting the modernization of agriculture and adjusting the structure of agricultural production. The construction of new rural communities is an advanced concept, which should give the first place on economy and raise farmers＇ income, and value a harmonious society highly, then maintain political stability. Thus, the new rural communities construction in Hainan must bring in new strategies and thoughts, including conceptual framework, operational strategies, sustainable development and so on.
